THE BRONX - Police made an arrest Wednesday in the February hit-and-run that left an aide to Mayor Bloomberg on life support.

Officials say 28-year-old Frances Jasmin, of the Bronx, struck Erinn Phelan and Alma Guerrero while they were crossing a street in Prospect Heights. The accident left Phelan, 22, brain dead.

Authorities say Jasmin turned herself in and was charged with one count of leaving the scene of an accident.
