THE BRONX - The city is cracking down on landlords who leave their tenants in the cold.

Mayor Michael Bloomberg signed a bill today that will create stiffer penalties for landlords who fail to provide adequate heat and hot water. It would also increase the fines after the first offense for landlords.

Since October, 172,062 city residents filed heat complaints, nearly 3,000 more than last year.
