A City Council member wants the rising price of water in New York City to freeze for two years.

Councilman Jimmy Vacca (D-Bronx) says the price of water in New York City has gone up 78 percent since 2005. The rising price has been blamed on the construction of a water pipe from the city to the Catskills.
