THE BRONX - A Bronx man has been arrested and charged for allegedly beating a dog in East Harlem.

According to police, 28-year-old Brian Freeman walked into the Wagner Houses and got on the elevator with a dog. They say he was then caught on surveillance video brutally kicking the animal.

The dog is OK.
