THE BRONX - A Bronx mother says she feels neglected by the city's shelter system after being on the streets for weeks.

Shalima Francis says she and her 2-month-old baby, Jamal, will be forced to continue living on the streets unless the city corrects its shelter policy, which forces the homeless to live with a relative first instead of being given housing.

"I have nowhere to go," says Francis. "I understand that some people just go through the system, but there are people who actually need it."
