THE BRONX - Drivers across the borough say they're fed up with ongoing gas issues. As if an apparent fuel shortage isn't irritating enough, many say the price per gallon is on the rise. According to AAA, the current national average is $4.12 per gallon. Officials say yesterday's average was $4.10. Last week, the price was just below $4.00. Hess Express
