THE BRONX - More than a million New York City public school students are heading back to school this morning, sloshing through heavy rains on their first day. The city?s Department of Education decided to push back the start date by a day to give teachers an additional staff development day. The city's Catholic schools opened yesterday, and some will temporarily take on extra public school students.
