THE BRONX - A new proposal by city officials could ease Health Department fines and revamp the restaurant grading system. 

Under the proposed new rules, fines will be reduced by 25 percent and the inspection process will be easier to understand and prepare for. 

The steep fines were a frequent source of complaints under the previous administration, with many restaurants finding it difficult to stay open under the strict grading system. 

The new plan would also offer restaurants a penalty-free inspection so they know exactly how to clean up any problems before the official inspection. 

The proposal will be opened to hearings before a vote from the Health Department. If it passes it would go in effect by July.
