THE BRONX - The city's budget for 2009 was passed Sunday by the City Council.Two of the winners in the budget are schools and homeowners.The budget provides $129 million in funding for city schools for the year. Homeowners will have the property tax rate cut of 7 percent maintained for a second year and will also see a $400 property tax rebate.About 16,000 summer jobs will be cut by the budget and funding for HIV prevention programs will be decreased by about $5.5 million.The budget is set to go into effect Tuesday.
