PELHAM BAY - The City Council passed a measure that will help ease a parking crunch for tenants in Zerega and Pelham Bay.

"We've seen a lot of housing, and no provision for parking," Councilman James Vacca says.

The new rules will force developers to have one parking space for every two units, and neighbors say it will help improve the quality of life.
