THE BRONX - A judge ruled Wednesday that New York City's public hospitals must re-evaluate proposed layoffs of tradespeople.

The judge says the city Health and Hospital Corporation "failed to employ a sound methodology" in its decision about the layoffs.

The agency says the cuts are needed to close a more than $1 billion budget gap. Workers affected include electricians, carpenters and laborers.
