THE BRONX - Heavy rains are causing widespread flooding across the borough. Certain areas have been hit worse than others, with residents near City Island taking the brunt of the storm. Intersections are covered with more than a foot of water, and some say local flooding is deeper than it was during Irene. "I've been around here for years," one resident says. "Never saw nothing like this before." Some motorists decided to drive right through the massive puddles, while others took to bikes.
