THE BRONX - The New York City public advocate arrived in the Bronx to encourage RiverBay management and the union to come to an agreement.

RiverBay says the Department of Health has to declare a health emergency before sanitation workers can cross picket lines. The management says they have a plan to control the garbage situation.

Union members say as long as RiverBay Corporation includes a four-year wage freeze in its contract, they will not sign it.

RiverBay says it offered the union a 2.33-percent increase every year and that the union is misinformed.
