THE BRONX - New Yorkers have long complained about Pelham Parkway's outdated construction, but residents met a plan to improve it with new complaints Tuesday night.

The New York City Department of Design and Construction announced its plan to revamp Pelham Parkway at the Community Board 11 meeting in the Bronx.

Many who use the parkway say it's too narrow, there's not enough drainage on rainy days and it lacks parking.

But proposed improvements include something residents say they haven't seen before.

"Now they want to add two parking spaces on each block for handicapped," says board member John Fratta. "Nowhere in the city that we know of has handicapped parking."

The result will be less parking for the average driver, Fratta says.

Community board members say construction is set for 2017 and will take two years.
