THE BRONX - Monday is deadline day for New York City's congestion pricing plan.The state Legislature has until midnight to approve Mayor Michael Bloomberg's plan. The city would lose $350 million in federal funds if the plan doesn't get approved.Under the plan, drivers entering Manhattan south of 60th Street weekdays will be charged $8. Truck drivers would be subjected to a $21 fee.The mayor says the plan will help protect the environment and reduce traffic in the city. He also says the federal funds are needed to make mass transit improvements.Critics of the plan say it will hurt suburban residents and commuters that have to drive into the city for work.City Council passes congestion pricing plan
