THE BRONX - The Department of Buildings is beginning a campaign to force building owners to return their elevators to service.

Called the Elevator Enforcement Program, the department is listing the top 10 elevator offenders on its website. The worst offender is in the Bronx at 1694 Davidson Avenue.

Residents in the building say the elevators are often broken or get stuck.
