Flawed NY ballot could baffle voters, expert says

NEW YORK - (AP) - New York's rocky transition from mechanicalvoting machines to paper ballots read by optical scanners just gota little more difficult.

A legal scholar at New York University's Brennan Center forJustice says he's spotted an error in the instructions sent outwith the city's sample ballot.

The instructions tell voters to fill in the oval above the nameof the candidate they want to vote for.

But the Center's senior counsel, Lawrence Norden, said Thursdaythose instructions are wrong. He says voters should be filling inthe oval below the candidate's name - not above it.

That could confuse some New Yorkers.

The city Board of Election did not return several callsrequesting comment.

The old levered voting machines were replaced this year aftermore than four decades.
