THE BRONX - Department of Health officials say their year-old ban on smoking in city parks is working. According to a recent survey, outdoor smoking has declined by two-thirds, compared to 2011 figures. The policy, which also includes city beaches, went into effect last May. Health officials also found that smoking-related litter on beaches declined by about two-thirds between the summers of 2010 and 2011.
