THE BRONX - Frustrated tenants at a Highbridge apartment tower are resorting to a risky rent strike, demanding heat, hot water, working elevators and a safe place to call home.

The tower at 1380 University Ave. currently holds 625 open housing code violations for peeling paint, broken outlets, vermin and more.

Landlord Martin Carlin says the building is in good shape and he plans to make repairs this summer.
