NEW YORK - Mayor Bill de Blasio urged all New Yorkers to avoid driving and use mass transit if possible as another snowstorm slammed the city Thursday.

Mayor de Blasio said that the fewer people on the roads, the easier and faster it would be to facilitate cleanup.

De Blasio spoke from the Office of Emergency Management on Thursday

The mayor spoke after Gov. Andrew Cuomo declared a state of emergency in parts of New York.
