NEW YORK - Mayor Michael Bloomberg says problems with newvoting machines in New York City constitute a "royal screwup."

He blasted the Board of Elections yesterday, citing reports ofpolling sites opening late and machines not working.

The Election Protection Coalition said it had receivedcomplaints of about four or five machines breaking down in New YorkCity and at least one site opening late.

New York is the last state to comply with the federal HelpAmerica Vote Act. It had to get rid of its old lever machines.

Voters now mark their choices on paper ballots and feed theminto electronic scanners.

Bloomberg is not registered with any party and did not vote inyesterday's primary.
