NEW YORK - The New York City public school system opened as normal Wednesday despite another winter storm. 

Bundled up kids braved the elements to get to class on time, but many schools saw fewer students than normal at the start of the day. 

Some teachers said they didn't expect full classrooms. 

Many parents were angry about the decision not to close schools for the day.
