NY Senate leader sees 'framework' for tax cap deal

ALBANY - (AP) - New York Senate Republican Leader Dean Skelos says there is "a framework" for a deal on a statewideproperty tax cap, New York City rent control and several otherissues.

Skelos says he's hopeful there will be a resolution of them bythe end of Wednesday.

He says the issue of legalizing gay marriage is still innegotiations for religious exemptions, and it was not discussed inhis Tuesday meeting with Gov. Andrew Cuomo and Assembly SpeakerSheldon Silver.

The Assembly and Senate leaders have been at odds over terms forextending rent control and the duration of a proposed property taxcap.
