NEW YORK - NYPD Commissioner Ray Kelly says that the Boston suspects had plans to come to New York City for some sort of party after the bombings.
Dzhokhar Tsarnaev, 19, and his older brother, Tamerlan Tsarnaev, 26, are believed to be behind the twin explosions at the famous marathon's finish line. Federal officials say it doesn't appear that the men had links to terror groups.
The teenager has been charged and is being questioned in the hospital, where doctors say he's in fair condition. Tamerlan was killed during a police manhunt for the brothers on the Friday after the race.
Kelly also said that Dzhokhar Tsarnaev was in New York City this past November.
