ALBANY - (AP) - Gov. David Paterson confirms that he won'tinclude scheduled 4-percent raises for unionized public employeesin a new emergency spending bill.

The emergency spending would take effect next week if theLegislature and governor have no agreement on a budget, which hasbeen overdue since April 1.

Public employee unions have refused to accept concessions innegotiations.

Paterson says he's shocked and amazed that every time he asksAlbany's special interests or unions to help in the state's fiscalcrisis they refuse or threaten to sue the state.
