THE BRONX - Bronx business owners are livid over a city plan to charge for banners hanging from poles.

"I was shocked by their audacity to charge us another fee," says John Bonizio, of the Westchester Square Merchants Association.

Bonizio says the city's Department of Transportation has proposed charging businesses that hang a banner $50 four times a year.

A DOT spokesperson says the city agency is considering a fee to raise revenue, arguing there are 7,000 banners citywide for which permits must be issued and inspections conducted.
