THE BRONX - A bill that would offer tenants more help with heat is on its way to Mayor Michael Bloomberg.

The proposed bill includes tougher penalities for landlords who repeatedly fail to provide heat and hot water for tenants. It would also increase the fines after the first offense for landlords.

Since October, 172,062 city residents filed heat complaints - nearly 3,000 more than last year, according to Public Advocate Bill de Blasio.
