CO-OP CITY - No one seems to know whether what appears to be a noose, hanging from the ceiling inside a Co-op City power plant, is a hate crime or left over construction equipment from local contractors.

Workers and local residents say that rumors have been flying around for days, but nobody knows for sure whether the noose is real or not. Local 94 President Kuba Brown can only guess.

?No one knows where this came from,? says Brown. "It's just been noticed after the scaffolding had been removed. [It] could've been part of the construction equipment.?

An investigation is pending to figure out if this act is a crime.
