THE BRONX - According to a new report, response time for the NYPD has slowed by approximately one minute.

New stats also show that the murder rate is up six and a half percent while rape is up by 32 percent.

Councilman Jimmy Vacca (D-The Bronx) says the reduction of some 7,000 officers is to blame for the rise in crime and slower response.

He also says communities need to take a greater role in policing itself since officers can't be everywhere.
