BROOKLYN - Registration has opened for public pre-kindergarten, but a new report says the number of applications citywide far exceed the spots available.

According to public advocate Bill de Blasio, Brooklyn has an average of four applications per open seat, and that some districts are even higher.

Schools Chancellor Dennis Walcott dismissed the report, saying that while there is a need for more classes, the situation is not as dire as the study suggests.
