THE BRONX - Bronx residents on and near Popham Avenue say an abandoned housing complex on the street has become a health and safety hazard for the neighborhood.

Residents tell News 12 they are concerned about students at P.S. 109 who walk by and sometimes play on the property. They say the complex is infested with rats and littered with garbage and feces.

The Department of Housing and Urban Development owns the development, which has a stop work order, according to the Department of Buildings' website.

News 12 reached out to HUD, which says the property is under contract for sale. The department says it will inspect the property and clean up any debris and infestation at the site.
