NEW YORK - New York City was spared from another major snowstorm, but other cities aren't as lucky. 

Just across the river, wintry weather conditions in New Jersey are a sharp contrast to what the borough is seeing. 

Heading farther south to Washington D.C., it's a rare, quiet Monday at the capitol building. The federal government closed for the day as the city gets pounded with snow. 

The same storm system battering the east coast already brought a downpour to California, which has been enduring a record draught.
