MORRISANIA - Gov. Eliot Spitzer and Mayor Michael Bloomberg cut the ribbon Tuesday at the Morrisania Houses ? the first affordable units in the state labeled environmentally efficient.

The city's Department of Housing Preservation & Development built the complex, which qualifies for residential certification from the U.S. Green Buildings Council. The nonprofit aims to make housing more environmentally sound.

The units contain items such as recycled carpeting and have special light bulbs that last longer.

The affordable housing development, located at 1303 to 1309 Chisholm St., consists of 16 three- and eight two-family houses. Families earning about $42,000 annually are eligible to apply for the housing.
