THE BRONX - A pre-winter storm hit the tri-state area Wednesday, unleashing torrential rain and howling winds that turned the morning commute into a nightmare for Bronx residents.

Within eight hours, about 2 inches of rain - twice the average for the month of December - fell in the Bronx. The amount of rainfall rendered some roadways, like Mosholu Parkway and Brush Avenue, virtually impassible.

"It's a problem because you can't even cross the street," says resident Suzette DiCecco.
