Teacher layoff by merit hits roadblock in Albany

ALBANY - (AP) - New York City Mayor Michael Bloomberg'seffort to gain the authority under state law to order teacherlayoffs based on merit rather than seniority stalled Tuesday aslawmakers refused to review the proposal.

Although a bill passed late Tuesday in the Republican-controlledSenate, the Democrat-controlled Assembly isn't planning to take itup.

Meanwhile, Gov. Andrew Cuomo announced his own bill to speed upthe process of creating a fair system for evaluating teachersstatewide by the end of this school year.

The bill would hasten implementation of criteria developed by atask force that includes teachers unions and administrators, butdoesn't include a measure that would tie layoffs to the criteria.

Both chambers would have to approve the bill.
