NEW YORK - The U.S. Public Interest Research Group has released its annual Trouble in Toyland report.

The group says only a small fraction of children's toys tested for toxic substances and choking risks have been found to violate federal safety regulations as holiday shopping shifts into high gear.

The group says its research and reporting have led to at least 130 recalls.
