Officials say the shelves at the 99-cent store may have been over-packed.

A full vacate order has been issued at a Melrose 99-cent store where a shelving collapse sent eight people to the hospital.

The city's Department of Buildings also issued a violation to Discount Outlet, located on East 163rd Street and Morris Avenue, for failure to maintain the store. Its investigators say the shelves may have been over-packed, causing them to come crashing down in a domino...
