THE BRONX - Bronx voters filled out paper ballots and ran them through an optical scanner for the first time in decades today.

Some voters said they were frustrated when a few machines at a polling site in Kingsbridge were not working this morning. Many voters had to wait to use the machines available.

The change was made to comply with the federal Help America VoteAct. HAVA was passed after the contested close presidential vote in2000 to make voting simpler and easier.

There will also be special machines for the disabled, hearing impaired and the blind.
