Commuters struggle to move about the Grand Concourse

Commuters struggled to move about the Grand Concourse in the Bronx during a heavy snowstorm that brought sleet and wind to the borough.



The National Weather Service issued a winter weather advisory for the Bronx Tuesday, canceling an earlier blizzard warning.



Gov. Andrew Cuomo also issued a state of emergency for New York.



Cuomo announced Tuesday evening that limited Metro-North service was resuming, and above-ground subway service resumed at 6 p.m.
