Neighbors condemn vacant Parkchester house
A vacant Parkchester home is a den of trash, drugs and prostitution, some neighbors claim, and it's unclear who's responsible.
Paula Ruiz has been living in the area for almost 50 years, she says. In that time, she says things have changed on St. Lawrence Avenue, but not like this. The house has broken windows and an upside-down door. There's trash all over, and she says neighbors can see people coming and going from drug sales.
"It's very bad," she says. "Somebody has to do something."
City records show the house is owned by Adell Walters Kilgore, but a News 12 investigation found that she died six years ago.
Neighbors say it's her son, Paul, who now owns the house — but there are no records showing his ownership. 
Records do show that Paul Kilgore is currently in jail, with an expected release in June.
As News 12 cameras were in the area, a woman left the house, then returned inside. She used an expletive and declined to answer questions.
