Residents concerned with redevelopment plans of Lower Concourse North

Community members say they are concerned Thursday with redevelopment plans for the Lower Concourse North.
A hearing held at the Bronx County Courthouse let residents discuss the plans for the area next to Mill Pond Park, known as Pier 5.
"This is not affordable housing,” says Dr. Jim Fairbanks, a concerned resident. “Affordable housing is when people who live here now can afford to pay the rent."
City officials say they want to create a mixed-income development that will include more open space, new community facilities and affordable housing.
"When you talk about 100 percent affordable housing, there's a very wide range of incomes between 30 and 130 percent area median income," says James Rausse, director of planning and development for the Bronx borough president.
City officials say they're committed to working with the community to make sure the site is developed for everyone's best interests.
