New York City Mayor Bill de Blasio will visit Rikers Island Monday to further detail his plans to close the facility.
De Blasio says it will take a decade to ultimately shut down the jail, and the process will be difficult.
The mayor's first step in his plan requires a reduction in Rikers' population to 5,000 inhabitants, making it easier to pay bail and speed up case processing times.
