Work to replace aging utilities along a Williamsbridge road started, then stopped and has started again, upsetting residents with its slow place.

Neighbors living near East 228th Street and Bronxwood Avenue say the construction began several months ago, but it stopped in recent weeks, even though contractors said the plan to resurface the street and replace its gas, water and sewer lines was nearly complete.

Residents say the project has taken up parking spaces and kicked up a lot of dust that makes it hard to breathe.

Then work resumed Tuesday. City officials said the pause came when workers noticed an issue with water and gas mains during a sewer repair in the same area. The Department of Environmental Protection says all three lines are being replaced.

Workers with CAC Industries said they will finish their work in about a week, then it will be the city's turn to resurface and pave the roadways.

According to the DEP, once all the equipment is removed and final restoration completed, the last step will be a cleanup that includes addressing the dust.
