Business owners in Williamsburg say the damage has already been done by the L train shutdown that never was.

Business owners in Williamsburg say the damage has already been done by the L train shutdown that never was.
They say the city's migration plan put forth in the event of the shutdown has hurt their businesses.
The Grand Street corridor was one of the hardest-hit areas. First, there was a mass exodus of people moving away. Then, eastbound parking spaces were removed for bike lanes as part of the mitigation plan.
With businesses losing customers, parking spaces and struggling to have space to unload deliveries, Mayor Bill de Blasio says the mitigation efforts will continue as planned.
"We're not changing anything in the plan until we can absolutely verify that this new idea going to work," says de Blasio.
The city Department of Transportation told News 12 that it will review the new plan unveiled by Gov. Andrew Cuomo on Thursday.
