THE BRONX - Street vendors are organizing to try and bring about changes to city regulations.

The city capped the number of merchandising permits at 853 in 1979 and levies fines against vendors selling without permits at $1,000 a violation. Vendors say the city makes it too difficult for businesses to become legal and are petitioning the city to change the maximum fine to $250.

The City Council says it is currently reviewing the vendor organizations' requests.
