THE BRONX - The 9-year-old victim of an alleged third-grade thief involved in a lawsuit against the city says the young suspect is a bully.

Wilson Reyes, 7, was arrested and handcuffed after allegedly stealing from Seth Acevedo, 9, while they walked home from school last November.

The family of Reyes is suing the city for $250 million over the treatment of their child

Acevedo says Reyes constantly tormented him with verbal and physical attacks. He also says he did not want to return to school because of the bullying.

The NYPD says Internal Affairs is investigating the decision to handcuff Reyes, but adds that the claims in the civil suit are "grossly untrue in many respects."
