DOT proposes safety plan for Mosholu Parkway pedestrian area

<p>The Department of Transportation has proposed a plan to make Mosholu Parkway safer in response to the 16 injuries that they say happened between 2010 and 2014, including the death of 23-year-old Josbel Rivera.</p>
