Brooklyn Councilmember Mercedes Narcisse is pushing for a bill that would reform short‑term rental rules in New York City.

Narcisse says the Homeowner Stability and Protection Act would allow struggling homeowners to earn extra income by sharing their home with no impact on renters.

She argues that the bill will provide a “significant upside for working‑class homeowners who are facing a 240% increase in deed thefts as the city’s affordability crisis worsens.”

Mayor Zohran Mamdani has not indicated whether he would sign the bill if it made it to his desk.
