A deadly outbreak of Legionnaires’ disease on the Upper East Side has claimed four lives and ignited a political firestorm.

City Council Speaker Julie Menin is pressing the Mamdani administration for answers about the Health Department’s handling of the crisis.

Health officials say the immediate threat appears to be over. No new cases have been reported in more than a week. Inspectors are now investigating every cooling tower in the area that tested positive for Legionella bacteria, ordering them drained and disinfected.

Menin, however, is demanding to know why it took a week for the public to learn which buildings were affected. She’s calling for a dedicated hotline during peak Legionella season and stronger public notification protocols.

“We also need an answer as to why a third of water ecologist positions in the Department of Health are vacant,” Menin said.

The outbreak, first detected July 2, has grown to 76 confirmed cases, 53 hospitalizations and four deaths. It’s the second major cluster in less than a year, following a Harlem outbreak that sickened more than 100 people.

That earlier incident prompted a new law requiring building owners to inspect cooling towers monthly during the summer. Yet Menin says one in four towers remain out of compliance.

Legionnaires’ disease is a severe pneumonia caused by Legionella bacteria, which thrive in warm, stagnant water. Infection occurs when contaminated droplets are inhaled, often from cooling towers that spray mist into the air.

Mayor Zohran Mamdani says the city launched its investigation immediately after confirming two early cases and ordered all buildings with positive tests to clean and disinfect their towers.

Health officials continue to urge anyone who has been in the Upper East Side and is experiencing flu-like symptoms to seek medical attention right away.

City leaders are now drafting a legislative package aimed at closing gaps in the system, strengthening public education, and establishing a hotline for future outbreaks.
