Thanks so much for being with us here for another edition of Ask the borough president with Bronx BP Vanessa Gibson, you're always ready to get to some callers so let's get right to it tonight and we'll kick things off with Lahaw who's dialed in from Concourse Village. Lashaw, thanks for the call and what's your question for the VP tonight? Hi, good evening, um, Bronx Borough President. Um, I have a question. I live in a neighborhood that has Scaffolding pretty much on every other building. I don't know if there's rules to it. I know that the mayor had tried to implement some rules, but I just feel that shouldn't one building be completed before they Put scaffolding onto the next building because we get no sunshine. The quality of life changes. People allow their dogs to defecate. Sometimes you get strange characters hanging out underneath, garbage, all of that, and I guess that is my question. Should it be a rule in place that a building should complete their construction before you go and put up more scaffolding, and these things are up for years at a time. It's a site all too common in so many. Bronx neighborhoods we have a major problem across the city of New York with scaffolding and you see Mayor Eric Adams uh talking uh very thoughtful about what we can do. Uh, he just signed a package of legislation at the city council codified a local law that will streamline the process um I wish it was as easy as we want it to be, but remember scaffolding, sidewalk sheds are placed for safety reasons, right? There's usually exterior work there could be damaged. To a building potentially rocks that and bricks that may fall right and so it's done to prevent any accidents or crashes that may happen um now that doesn't necessarily mean when a sidewalk shared goes up that the money is fully in place to do the work there's a lot of local laws that have to be complied with, uh, by building owners and landlords and that is necessary to maintain the structural integrity of a building and so yes you may find at many times adjacent buildings. Owned by different owners all have scaffolding and sidewalk sheds, right? Um, and so I understand and it would make sense in a perfect ideal world to make sure that that work on building one is complete before you put it up on building 2, but it's not contiguous like that and a lot of times it's done as a safety measure, um, so my hope is now with the new laws in place, uh, and also the idea of adding potentially design and art work on scaffolding so it doesn't look as unsightly as it does enhanced life. So that it's not a poorly lit area now with a scaffold. There's a lot of things we can do. We've been talking about scaffolding reform for a while, um, and it seems that every time we talk about this more that comes up and so we have to streamline the process better again it does go up for safety reasons, but it shouldn't be up for 10 and 20 years. And then the second complaint we get is not only is the scaffolding up, but there's no work that I see being done. Where are the contractors? Where is the work happening? And so a lot of times that revolves around permits and around finding. Dancing if it's residential and or other types of buildings um and so my hope is there will be some change uh I'm a little excited about artwork because if I have to live with a scaffolding in a sidewalk shed, I would like to see some decorative, you know, artwork on it like let us try to model it and make it a little bit more sightly and aesthetically pleasing if we have to look at it, at least it could be nice to look. I just don't want to look at it for 10 years. Well, that's hopefully the goal of this new package of legislation will continue to track the impacts of that out. We're talking about construction, building integrity, and my mind goes back to a tragedy that we saw unfold earlier this month down in the Dominican Republic with this jet set nightclub roof collapse that killed more than 220 people inside, some of them Bronxites among those lost. Can you talk a little bit about the impact you've seen that tragedy have here on the Bronx, which is home to the largest population of Dominicans. Outside of the island it's personal, uh, the Dominican Republic, our family, we have so many Dominican families here in our borough and anything that happens on, you know, the island happens and affects us right here, um, and when that happened we just were so devastated and heartbroken because many of our residents knew, uh, family members, friends and loved ones that perished in the jet set, uh, nightclub roof collapse we held a. Powerful candlelight vigil at Borough Hall uh with elected officials and with NYPD the governor attended and with so many of our Dominican leaders and organizations and it's so heartbreaking because I feel their pain. Any loss of life is a is a loss to all of us. Um, I do acknowledge that you know through our pain we find purpose and what I love about our Dominican brothers and sisters is that they are resilient. We've had many, many challenges. So much pain, but we always find purpose and we always turn our storm into strength and this is a moment of healing, a reflection of love, of showering our community with so much support because when you see the stories, when you think about the Major League baseball players that perish, when you think about um uh uh Ruby Perez, the merengue uh artist that passed away that just celebrated his daughter's 15th. Birthday when you think about retired NYPD detectives that representing our borough, you know, they all died as a result of that and what turned out to be a beautiful night of hanging out with your family members and friends at a nightclub turned into one of the worst tragedies that we've seen in Santo Domingo. So my heart goes out to our community and I've said to my Dominican colleagues in the delegation, anything that we can do as a borough to support the recovery efforts because we also know the. A lot of children lost both parents and so they're orphans now and that's heartbreaking to know you lost mom and dad so anything that can be done we uh obviously a communication with the uh Dominican consulate, um, and talking to them to find out if there's any work that we can do in the aftermath. Have there been any specific points that they've tried to lean on the Bronx for in terms of support, even emotionally? I know there's been some issues of jurisdiction for the investigation, of course it's, it's sovereign to them. But anything specifically the Bronx is doing to lend a helping hand right now, yeah, we're just working and and still having conversations with the uh consulate general and again I take their lead. I take the lead of all of my Dominican colleagues if there's anything that we can do, I would want to uh continue to work together and make sure that we can partner on a lot of initiatives and efforts because it's really important. Thanks so much for being with us here for another edition of Ask the borough president with Bronx BP Vanessa Gibson. Time now to look ahead to next month and some of the causes that we're shining a spotlight on with your health tips. Yes, so the month of May we recognize as mental Health Awareness Month, and it is a good reminder to always focus on the importance of mental health and its impact on our overall well-being. Mental health conditions can affect anyone regardless of your age, your gender, your race, your ethnicity. It is not, um. OK, it's OK to say I'm not OK it's OK to say I need help. It's OK to recognize that mental health is real, especially among young people we wanna recognize that among our youth and we wanna make sure that we provide resources for anyone that is living with anxiety or depression or suicide and needs assistance, uh. That we avail ourselves to all of the services and resources for anyone it's OK to say I'm not OK. We all need a day we all need a moment, and it's OK to not be OK and it's important to know that you have that support here at home, especially I know that these are conversations that you at your office have been having. You had a panel discussion about this topic just last week. Yes, we had a health and mental wealth and overall health round table with our LGBTQIA plus task force at Boricua College, and we had meditation. Uh, we had conversations with many of our service providers like Essen and Metro Plus, uh, and we always wanna put people in these spaces where they can feel comfortable talking about the issues and what they're going through. We also had a very powerful panel discussion, uh, with healthcare providers and educators, uh, at Borough Hall for our older adult population because we wanna focus on the potential, uh, cuts to Medicaid and Medicare and making sure our older adults who feel vulnerable at this time are able to get that assistance this is. Safety net program that we value we have to fight for when it comes to Medicaid and Medicare and just breaking through all the noise, especially with the headlines surrounding those topics as of late and then looking ahead, your office is hosting another healthcare related summit this week Wednesday, April 30th from 1 to 4 p.m. at Bronx Care Hospital at 1650 Grand Concourse in the Murray Cohen Auditorium. We're hosting a diabetes summit. Uh, we're working with, uh, Chris Norwood at Health People. We're working with Bronx Care, uh, and other organizations, and we're going to have a very important. Round table for policy makers, health care professionals, service providers SQACs that do this work we have so many residents in the Bronx that live with diabetes and many who are pre pre-diabetic, so we have to make sure that we focus very intentionally on, uh, prevention, education outreach, culturally sensitive, patient centered care, trauma informed care wrap around services are all very important, all very important issues that are hitting close to home. Thanks so much for staying with us here on News 12 for another edition of Ask the Borough President with Bronx BP Vanessa Gibson right before the commercial break we were talking about supportive services for Bronx sites in the healthcare realm, but another area where I think it really hits close to home and it's a timely topic now is for survivors and victims of domestic violence. Over the last month we've had several high profile cases of DB play out here in the borough. I think back to the murder of Jessica Hoyle, who was a Bronx teacher who. Police say they believed her boyfriend to be responsible for her death in her own home with I believe her mother and sister in the home inside and then just a few days later we saw this horrific situation unfold where a mother and her daughter were attacked by the ex-boyfriend of the daughter and I believe the mother was killed uh by this man. I know that the Bronx consistently comes in with the highest rates of domestic violence homicides when you compare it to other boroughs. In the city, what in your opinion needs to be done to change that trend? More education, more outreach. There are many cases that are not on our radar. No documented DB calls to the 911 system, and there are many cases sometimes that don't always come to us, uh, in a real way. Uh, we have a domestic violence advisory council of 80 organizations. We have a $1 million grant with the district attorney, uh, and Safe Horizon and NILAC through the Department of Justice where we do a lot of services. For DV clients when it comes to housing emergency assistance benefits, everything you can think of orders of protection, but it's still not enough. We have some of the highest rates of DV cases and unfortunately homicides. My heart goes out to a mom, a teacher in one of our schools in the Bronx, uh, a daughter who lost her mother is unacceptable and it's so painful. We continue to share information on DB services on the different organizations that serve, you know. Women, women of color, uh, the LGBT community, people with disabilities, all the different organizations that work together and, and really create safe spaces, uh, the 1-800 number, 1-800-621OP, that is the 24 hour hotline that New York City runs. There are organizations like VIP Setato, uh, so many others, uh, URI, uh, Safe Horizon, Sanctuary for Families, LOL, these are organizations that serve women and families right now. And we know that DV hits both men and women, hurt people hurt people. If you look at the root causes of many of these cases, the abuser was often a DV victim themselves and so yes, people must be held accountable, but I always look at it from both sides. Hurt people will always hurt people because they are broken and they hurt other people as a sign of what help they need. People are crying out for help and they don't always get it and so we want to be that outlet. We just had. Day NYC in the Bronx and we held that at Borough Hall which is our day of action standing up against sexual assault and sexual violence because years ago, 26 years ago, a woman in Italy was brought up on a case because she had jeans on and they told her that she acts to be a victim and so we wear jeans at a sign of power of restoration of healing and we offer support for anyone that is that is a victim of a sexual assault, uh, sexual violence, domestic violence, gender-based violence, intimate part. Partner abuse and elder abuse right because we also have older adults that are victims as well we wanna turn them into victors of their circumstance and we wanna take them out of the shadows of darkness into the light because there is hope, there are programs and there is help. So if you know someone out there that is in a violent situation and remember domestic violence is not just physical, it's emotional, it's financial, it's revenge porn, it's stalking it usually starts in one way and then it escalates and a lot of. Times women are trying to get out of a dangerous situation and sometimes they can't. We have to be that source of encouragement and support that they need. I was gonna say this whole conversation started with support and all of those organizations that you listed are so key in providing it and it's a good reminder for anyone who might be suffering that there are outlets and the Family Justice Center as well as 198 East 161st Street. Thank you for that reminder and for going down the list and showing exactly what exists here in our community for that. I do want to get to another caller because I believe we have Shirley waiting on the line from Tremont. Shirley, thanks for your call and what's your question tonight? Hi, I'm I'm calling um about the affordable housing situation. I know Ms. Gibson, that she, you've done so much and everything, but I'm a senior citizen. And I have two disabled girls. To adults, and the three of us, we cannot find anything affordable. I have gone to Housing Connect. I've linked to all of that, and there's nothing affordable. $3000 rent is not affordable. These are all these new buildings that are coming up. Shirley, thank you for sharing that because it's an experience that we hear from many Bronxites who are trying to look for every day, every day, and as I travel around the borough, there are a lot of families that have doubled and tripled up they expand families and the apartment doesn't expand. Uh, they are living within a certain income bracket and they just can't afford their rent burden spending over 30% of their income towards rent. They apply on Housing Connect. They don't get anything. It is so frustrating. That is why we have to accelerate affordable housing and really make it affordable for everyone. The you're at 30%, 40, 50, 60 all the way up. We have a lot of two parent households earning minimum wage and they're over income because they're not eligible. Then we have many families right in the middle that are just stuck and can't find anything. A lot of it's very, very complicated. It's a combination of the federal government, state, city tax resources, incentives, government assisted programs, FEPS, Section 8, everything you could think of public housing again as well. We have to do better. We've done a lot in the Bronx. Thousands of units of new housing and yes it is affordable for some but not all right and so we wanna make sure that we pay close attention to older adults, people with disabilities, veterans we're not doing enough for them we're not accelerating enough housing the tax incentives and how we drive the type of housing we want to see is what incentivizes so developers will come to me, they'll say, Ms. Gibson, the state tax credits, I wanna finance this project, but guess what? I wanna do 100% affordable. But the tax credits don't support what I wanna do. 3 bedrooms, we always fight for that larger families, people are stuck in one bedrooms and they need 2. That happens all the time. Well, they're in zero apartments. They're in a studio and they need a 1 bedroom. Supportive housing is another component we believe in that and we support it, but you know, remember the challenge we face as a Boulder borough has done a lot, but there are lots of neighborhoods that have not done enough and so many of the affordable housing projects are saturated in many communities, but not all and so. That's why we talk about city of yes. That's why we talk about accelerating housing, raising density. If you're an R4, you can go to an R5 density you can build if you're at 10 stories you can go to 1212 you can go to 14, not 5 going to 20, but making sure that it's done in increments and it's, it's done in a very responsible, delicate way that maintains the character of a neighborhood but also embraces new families. We do that as a borough, but we know that we have not done enough. The Bronx has done a lot. What I. I would love to see all of our family shelters and shelters for single adults closed and we replaced them with affordable housing that would be my dream and to make sure that families like Shirley's can get access when you have a child with a disability when you have a disability, you get housing that's conducive for your needs, right? That is a struggle we've made progress we're not done yet we also have different outlets where we have uh property managers, management companies that also. Own and manage their own housing and so that doesn't go through Housing Connect that's a separate process so when families or individuals call our office, we usually refer them that way, but most importantly we wanna keep trying we're never gonna stop trying we're never going to stop talking about housing because it's a fundamental right for everyone and affordability is something that is so close to so many Bronx side it all starts with housing. I do want to get to another caller because I believe we have Matilda who has dialed in from Mott Haven. Hi Matilda, what's your question for the BP tonight? Uh good evening, Ms. Gibson. Um, my question is, what can we do to, um, locate our elderlies that go missing, for example, um, some of them end up in the ER and Jane Do, John Doe. Um, is there a way where the ED department can post pictures on News 12 within 24 to 48 hours just in case the family's out there looking for them, um, because this is devastating. We have so many elderlies going missing. And we wait so long to find them or even some kind of news. Matilda, this is something that we do try to cover as often as we can sadly when these situations do arise, but maybe a more centralized process. Yeah, so the NYPD missing persons alert, everything goes through PD and obviously if there is an older adult or someone that wanders off and even children too, we have teenagers missing. All the time and I get the alerts and we make sure that we share it within our network social media news 12 Bronx does a great job and I think for me we have to streamline the process in a more efficient way so I agree 24 hours should be that threshold, uh, but I know in some cases it's not always the case working with PD because we have to obviously do a little bit of investigation, you know, see if we can track the next of kin, find out. If they're associated with anyone at uh a nursing home or a rehab facility making phone calls to hospitals, it's a lot um and so that's something that I have been looking into with my health team to figure out how we can make the system better working with NYPD but we definitely appreciate when anyone reaches out and lets us know we get a lot of alerts through social media as well and we will keep doing that because it's heartbreaking when a loved one goes missing and they live alone they wander. medical conditions, medical issues, and they're out by themselves. My hope is that people in the public will also pull too. Yes, that's what we try to do is put the images out there so that anyone and everyone can call in and assist in those situations. Welcome back to Ask the borough president with Bronx BP Vanessa Gibson here on News 12 already covering a wide range of topics tonight from a handful of callers and we've got another on the line right now so we're gonna dive back into the conversation with Jeannette who is called from Castle Hill. Janette, thank you for the call and what's your question tonight? Hi Bob, thank you so much for taking my call. Um, I'm just, uh, I, you know, I'm invested in the well-being of our community's children, and it's troubling to see that many of our playgrounds and recreational spaces are in despair and they feel unsafe. Especially compared to other neighborhoods like the Upper West Side, so I was just curious to know, you know, um, how this is being addressed the disparities and investing and creating safe vibrant and inclusive, you know, playgrounds for our children in the community. All too often we're talking about creating those safe spaces specifically for our kids here in the Bronx. We love our parks and we need to invest more in parks. That's why I joined all of my fellow borough presidents and park advocates in the city council. And calling on this Adams administration to invest a minimum of 1% in the adopted budget towards the New York City Department of Parks and Recreation. I'm also calling on the Additional Million trees initiative. We need to plant more trees. We have some of the lowest tree canopy coverage in the city of New York. The average is about 22%. We need to get the 30%, and some of our boards are less than 10%. It is a problem. We have heat related, uh, illnesses. Every single year, uh, particularly among people of color and older adults, and we have to do something about that. We've made significant progress, millions of dollars around our parks and playgrounds and open spaces, our recreation centers, including Orchard Beach, $100 million renovating the pavilion. I'm excited about that opening in early 2026, and we have to do more. Uh, look at me planting trees in the South Bronx. I was in the South. Come on literally with organizations uh Nila Martel and South Bronx Unite, Michael Johnson and Teen Community Board 2, we have to do more. We love our parks, but our parks are heavily used during the summer. But some of our major parks, the largest being Pelham Bay Park, Claremont, Crotona, uh, Joyce Kilmer, Fran Siegel, Foster, you know, we've made significant increases in funding working with all the elected officials. The Bronx is blooming. Of the Bronx we have to do more. We have a lot of clean up events too because we need to make sure our parks are clean, um, and so we work with advocacy groups we work with all of our friends of parks groups and we make sure that they get support. Uh, we do a lot of work with sanitation and the Sanitation Foundation. We're also working to make sure we can add more cameras in our parks because a lot of people decide to illegally dump in our parks and that's not acceptable. So we are making a lot of progress. We're not where we wanna be. We're also introducing more skate parks, uh, that we're adding in the borough. I love roller skating. I love it as a sport and an activity we have to do more because that's also a part of our health and wellness agenda. Yeah, I gotta provide the opportunities that you want people to take advantage of. So good to see that there is work being done on that front. Speaking of keeping things clean, we do have another call from Miriam, who I believe is dialed in from Soundview. Miriam, thanks so much for the call and what's your question for the BP tonight? OK, my oh, I, my question is about the trailers, you know, the trailers that you can, um, drive in that you can take a bath and and um yes, um, there's some in the Bronx, and I was wondering if those are legal. And um if it's allowed, I mean, they, they don't have to worry about paying rent. You're talking about like long term parking of those trailers, I imagine, Miriam. That you can bathe in, cooking and all this and have a family in there. So what enforcement, if any, is being done to address these issues? So we have actively been working closely with New York City, but of course DOT with NYPD. It's an enforcement action. Uh, we're trying to find which ones are legal and where they can park, but people live in these trailers. We've seen them along major highways 95, the Bruckner, the Degan. uh, we've gotten complaints all over the Bronx. I was in Co op City. They were talking about it and in addition, coupled with that with the trailers are also the. Tractor trailers that park in residential communities also along the highway and take up residential parking spaces and they're very unsightly. We have a lot of truck drivers that live in our borough that bring their trucks in our park overnight, but then we have a lot of long term folks that just don't leave. Um, it's a combination of all of that. The agencies do enforcement action at night, uh, where they are able to tow and ticket, but if you understand many of the tractor trailer companies, if you wait until the end of the year. You let all the tickets accumulate, you can work with the city and and arrange a settlement and you could just pay the fine and it's easier. We also have been trying to identify space so many people say, and I always say the challenge we don't have truck stops. We don't have rest stops where trucks can park, right? And so that's an issue. No one wants that in their residential community and so that's also a problem too along Woodlawn Cemetery, Gun Hill, Bruckner. I mean it's all over Coop, Connor Street, you see it, it's a lot in the East. Bronx but also we have some on the West Bronx as well, University Heights Morris Heights area. So we've been getting a lot of information and we share it with the agencies and as I said we do have enforcement action but now as a result of more of a partnership because this is a quality life issue and Commissioner T Tis just announced the Quality Life unit in NYPD and starting in the 40 precinct, it will ultimately expand over the next several months and the goal is to add that to the component to make sure there are dedicated police officers. They can deal with only tractor trailers and camp trailers where people are actually living, uh, because we do get complaints around it. Uh, we've had some incidents around it as well across the borough, so it's something that's on our radars to priority, and we hope to see further action now with NYPD and this new quality of life unit a great reminder that that new unit now does exist, at least highlighted in one precinct here in the borough. What other issues are you really hoping that they focus in on here in the Bronx? No. Drag racing, uh, reckless drivers, uh, the e-bikes and e-scooters that people complain about the noise, the motorcycles, uh, people that are riding their bicycles on sidewalks with children and older adults cannot do it. Uh, we have to make sure that our streets are shared and people have to have common respect for each other, so we get a lot of noise complaints where if you live near a park and there's a major large gathering a party late night, early morning, you know, it affects your health. Wellness and so I look to see a lot of those quality of life issues they normally go into 311 to now go into this new system where we can deal with it because we've had some issues where we have after hours spots that are loud you have double parking, you have valet the issue around Woodlawn Cemetery that we're still dealing with in the 50. So those are things that are continuing and we will keep focusing on that with this new unit. Yeah, good to see that that's the things that they're gonna really focus in. Stay with us. Quickly with our Saturday May 17th is our official induction of our Bronx Walk of Fame inductees, and that will be at 851 Grand Concourse starting at 10:30 a.m. The Bronx Bowl Saturday night and Sunday, the finale, the Bronx Week Parade back to Marshallo Parkway. It's coming. always so much fun to look ahead to and look forward to and we were talking in the commercial break. There's so much to look forward to this Bronx week that it's technically two weeks of 3 days and I tried already to get some of the Bronx Walk of Fame honorees out of the BP. She says we gotta go to the press conference to to stay tuned for that announcement, but overall, anything that you're Especially looking forward to, I know there's a long list of events, but anything that really sticks out to you that all the events are so great. I'm looking forward to the Bronx Parade. It's so good because I'm hoping this year that we can have Preston Panthers join us, and it would be phenomenal to have them lead our parade this year for 2025.
